Launch of MAFF Electric Application System for New Plant Variety Registration

MAFF Electric Application System for Plant Variety Protection (EASPVP) based on The Plant Variety Protection and Seed Act was launched on 26 March 2018.

1. MAFF Electric Application System for Plant Variety Protection (EAS)

The PVP system is a national registration system of new plant variety for protecting breeders’ right as one of the intellectual property rights. The number of current registration for plant variety is around 1,000 per year (the fifth largest in the world), and by introducing the MAFF EAS system with user-friendly application tool, it is expected to improve convenience and efficiency for applicants. 

MAFF EAS started from 9am, March 26, 2018(Japan Time). After March 26, Applicants can file an application form as well as pay for an application and a registration fee electronically. More information is  also provided on MAFF’s website,

Applicants may still choose to submit an application form by the existing method (paper/mail).

2. Outline of the System

Electronic Application

  1. Enter user ID and password of an applicant on the EAS located in the MAFF PVP Office website, and enter necessary information on the electronic application form. Upload documents.
  2. Save the entry and click the application button. The data will be then sent to MAFF.
  3. Check the relevant application category and click the payment, and the necessary information (payment number etc.) will be notified. The applicant can then pay the application fee; JPY 47,200 by using the Pay-Easy (through Internet- Banking, ATM). The application becomes complete after the payment.
  4. The EAS is available 24/365

Payment for Registration Fee

  1. The Fee for the registration can be also made by logging in the EAS (multi-year payment is also available).
  2. Confirm the amount and click the submission button, and a payment number will be notified. Make a payment for the registration by using the Pay-Easy (through Internet- Banking, ATM).
  3. Registered breeder can monitor their payment status in "my page".
  4. Electric Payment for registration is also accepted for the plant varieties which were registered in the past by paper.

3. Issue of "Log-in ID"

For using the MAFF EAS, applicants need to acquire “Log-in ID” and “Password” in advance. The applicant who wishes to use EAS needs to download "application form for the log-in ID" from MAFF PVP office website, and send the filled-out form by postal mail to the below address (e-mail and fax are not accepted).

4. Notes

  1. Language : Applications (application form and attached documents) must be made (written or translated) in Japanese only.
  2. Postal address for receiving user-ID: Applicants need to designate a mailing address in Japan to receive "User-ID" by mail.
  3. Bank account : To use "Pay-Easy", a bank account in Japan is necessary.
