Wider Application of the Quality Labeling Standards under the JAS Law

The Ministry of Agriculture, Forestry and Fisheries established an advisory board, “the Committee on the Future Course of Labeling of Foods Traded among Dealers” in July 2007, in order to ensure consumers’ confidence in food labeling. The board held six intensive sessions and discussed the feasibility of applying the labeling requirements to foods traded prior to the sale for final consumers. The Committee published a recommendation report on October 31st, 2007 and the Ministry of Agriculture, Forestry and Fisheries asked for public comments on the report from November 1st to 30th, 2007.

The Ministry of Agriculture, Forestry and Fisheries elaborated draft revised quality labeling standards based on the recommendation report and the public comments on the report. The public comment period for the draft revised quality labeling standards was provided from December 5th, 2007 to January 3rd, 2008.

The drafts which incorporated public comments were submitted to the General Assembly of the JAS Council on January 16th, 2008 and approved by the JAS Council. The approved quality labeling standards were published as notifications of the Minister of Agriculture, Forestry and Fisheries on January 31, 2008. The revised quality labeling standards will take effect from April 1st, 2008.

The Ministry of Agriculture, Forestry and Fisheries have been holding briefings since November 2007 to stakeholders and will be committed to continue its effort for disseminating information.
