Lifting of the ban on importation of Colombian fresh mango, Tommy Atkins, and Vietnamese fresh fruit of Hylocereus undatus, a kind of dragon fruit

As for Colombian fresh mango, Tommy Atkins, and Vietnamese fresh fruit of Hylocereus undatus, after scientific and technological evaluation, the Ministry of Agriculture, Forestry and Fisheries has confirmed that Mediterranean fruit fly, Oriental fruit fly and Melon fly will not infiltrate Japan by applying vapor heat treatment. Therefore, MAFF has lifted the ban of importation of them on October 20, 2009, through a public hearing and public comments.

1. Colombian fresh mango, Tommy Atkins

(1) As for Colombian fresh mango Tommy Atkins, we have been evaluating them scientifically and technologically upon request of the lifting of the ban from Colombia.

(2) As the result of these evaluations, we have judged that the vapor heat treatment, developed by Colombia (using saturated vapor, heats the center of the fruit at 46 ℃ and sterilizes it for 20 minutes at 46 ℃ or higher), can kill Mediterranean fruit fly completely.

(3) We invited the public comments on the partial revision to the ordinance for enforcement of the Plant Protection Act and establishment of the import rule set up by Minister of Agriculture, Forestry and Fisheries with regard to the lifting of the ban on the importation of Colombian fresh mango Tommy Atkins from June 12th to July 11th, 2009. No opinion or information with regard to proposal for revision, etc. was sent.

(4) Also, at the public hearing held on June 25th, 2009, no one had objections.

(5) Therefore, MAFF revised a part of the ordinance for enforcement of Plant Protection Act, set up rule by Minister of Agriculture, Forestry and Fisheries and lifted the ban on the importation on October 20, 2009.

2. Vietnamese fresh fruit of Hylocereus undatus (a kind of dragon fruit)

(1)As for Vietnamese fresh fruit of Hylocereus undatus, we have been evaluating scientifically and technologically upon request of the lifting of the ban from Vietnam.

(2) As a result of these evaluations, we have judged that the vapor heat treatment, developed by Vietnam (using saturated vapor, heats the center of the fruit at 46.5 ℃ and sterilizes it for 40 minutes at 46.5 ℃ or higher), can kill Oriental fruit fly and Melon fly completely.

(3) We invited the public comments on the partial revision to the ordinance for enforcement of the Plant Protection Act and establishment of the import rule set up by Minister of Agriculture, Forestry and Fisheries with regard to the lifting of the ban on the importation of Vietnamese fresh fruit of Hylocereus undatus from June 12th to July 11th, 2009. No opinion or information with regard to proposal for revision, etc. was sent.

(4) Also, at the public hearing, held on June 25th, 2009, no one had objections.

(5) Therefore, MAFF revised a part of the ordinance for enforcement of Plant Protection Act, set up rule by Minister of Agriculture, Forestry and Fisheries and lifted the ban on the importation on October 20, 2009.
