  On the location of the Secretariat of the North Pacific Fisheries Commission (NPFC)

From September 10th through 13th, 2013, the 5th Session of Preparatory Conference for the NPFC was convened in Kaohsiung, Chinese Taipei. The participants of the meeting discussed which city should be located the Secretariat of the NPFC, and decided by consensus that Tokyo would be located the city. This is the first time ever that the Secretariat of Regional Fishery Management Organization will be established in Japan.

 1. About the North Pacific Fisheries Commission (NPFC)

(1) The North Pacific Fisheries Commission(NPFC)is a commission that determines conservation and management measures for Pacific saury, Neon flying squid, Splendid alfonsin,  North Pacific armorhead and so on. Its  objective is to ensure the long-term conservation and sustainable use of fishery resources in the Convention Area while protecting the marine ecosystem of the North Pacific Ocean.

(2) In 2006, at Japan’s initiative began to discuss the draft Convention Text. Participants are: Canada, China, Japan, Korea, Russia, the United States of America and Chinese Taipei. The Convention text was adopted in February 2012.

(3) This Convention shall enter into force 180 days from the date of receipt by the Depositary of the fourth instrument of ratification, acceptance, approval or accession of the six countries involved. Currently, Japan is the only Contracting Party that has deposited an instrument of acceptance in respect of the Convention.

2. On the location of the Secretariat Office of NPFC

(1) Japan has made a lot of contributions to the NPFC such as leading to discussion on the NPFC from the beginning and undertaking the Interim Secretariat.

(2) From September 10th through 13th, 2013, the 5th Session of the Preparatory Conference for the NPFC was convened in Kaohsiung, Chinese Taipei. In the meeting, the participants discussed which city should be located for the Secretariat of the Commission, and arrived at final consensus decision that the Secretariat would be located in Tokyo, Japan.

3. Future prospects

(1) After the Convention enters into force, the first Meeting of Commission will formally approve the decisions of the Preparatory Conferences, including the location of the Secretariat Office.

(2) The North Pacific high seas are of tremendous importance for Japan’s fisheries industry. Especially, the Emperor Seamount area, covered by the Convention, is the most important fishing ground for Japan’s distant-water bottom fishing. Considering those facts, Japan commits itself to continue its leading role in the Convention, to enter into force as soon as possible and implement effective management.
