Nearly 100 ministers participated in the high-level segment in the CSD 13 from 19 to 22 April 2005.

The themes of the CSD are changed every two years. From 2004 to 2005, "Water", "Sanitation", "Human settlements" are main themes of the CSD 13.
The result of discussions and negotiations of the CSD was formulated as "Decision Adopted by the Commission".

On 19 April 2005, "PWA (Portfolio of Water Actions) challenge for effective monitoring from various perspectives for achieving MDGS " was organized as a side event in the CSD 13 by the Japanese government in cooperation, the Mexican government, and the WWF4 secretariat.
