The 5th steering meeting and Workshop “Efficient and sustainable Water Use to Address Poverty and Food Security”The INWEPF 5th Steering Meeting and Workshop was successfully held in Bali, Indonesia from the 13th to the 15th November 2008. INWEPF Indonesian committee hosted these events. The theme for this meeting and workshop is " Efficient and sustainable Water Use to Address Poverty and Food Security ". A total of about 70 participants from member countries attended.

The 5th steering meeting and Workshop “Efficient and sustainable Water Use to Address Poverty and Food Security”

The INWEPF 5th Steering Meeting and Workshop was successfully held in Bali, Indonesia from the 13th to the 15th November 2008. INWEPF Indonesian committee hosted these events. The theme for this meeting and workshop is " Efficient and sustainable Water Use to Address Poverty and Food Security ". A total of about 70 participants from member countries attended.

INWEPF Workshop “Efficient and sustainable Water Use to Address Poverty and Food Security”

Day 1: 13 November 2008
The event began on 13th November 2008 with a Welcoming Ceremony and Opening Remarks by Mr. Iwan Nursyirwan of the director general of water resources, Ministry of Public Works, Republic of Indonesia. This was followed by two keynote speeches. The first was by Mr. Hilman Manan of the director general of land and water management, Ministry of Agriculture, Republic of Indonesia and the other by Prof. Nobumasa Hattyo of the Kinki University, Japan.

Day 2: 14 November 2008
Participants visited to a typical irrigation facility for Subak and traditional rural houses in Tabanan area, and then they were lectured about current paddy cultivation by the representative farmers in paddy fields managed by Brinket Subak.

Day 3: 15 November 2008
Meetings were held in 3 working groups established in the INWEPF 3rd steering meeting in September, 2006.

WG1 meeting
Delegates from 7 countries participated in the WG1 (WG on Multiple function) meeting which was coordinated by Malaysian committee. Reported situations of member countries were confirmed in the meeting. Malaysian committee reported about flood adjustment and prevention of soil erosion, while Thai committee reported about flood adjustment and water quality improvement.

WG2 meeting
Delegates from 9 countries participated in the WG2 (WG on policies, vision, public information) meeting which was coordinated by Korean committee. Thai committee sought admission to membership of WG2, and it was accepted. It was reported that a joint workshop between INWEPF and ICID STDAWG was held under the theme of “International workshop on Sustainable paddy farming and wetlands” in the side-event of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands which was convened from the 28th October, to the 4th November 2008 in Korea. And it was decided that every member countries should report countries’ report in the following 6th steering meeting.

WG3 meeting
Delegates from 5 countries participated in the WG3(WG on monetary evaluation of multiple functions)meeting which was coordinated by Japanese committee. Dr. Takemura, the senior researcher of the National Institute of Rural Engineering, made presentation of “Development of Habitat Potential for Paddy Field in Japan”, which is the latest research on measurement of multiple values, and delegates from Thai committee made a presentation on “Monetary Value of Paddy Field” which is a study case about multiple functions. Then, Mr. Furihata, the Deputy Director of Design Division of MAFF Japan, made a presentation about the result of monetary evaluation of three functions (flood prevention, ground water recharge, prevention of soil erosion) which is based on questionnaire of countries. Those results were proposed to be announced in the 5th WWF.

After the WG meeting, the results of the WG meetings were reported by the chairperson of each group.

INWEPF the 5th steering meeting

Agenda1: Election of the Chairperson and the vice chairperson
Dr. Gany (Indonesia) was to be the chairperson in a unanimous along with the proposal from INWEPF Indanesian Committee, and Dr. Riota Nakamura, the technical advisor of JIID(Japanese Institute of Irrigation and Drainage) was elected for the vice chairperson.

Agenda2: The Activity Report of INWEPF from 2007 to 2008
Delegates from Thai committee, the previous host nation, reported about activities which were done after the previous 4th steering meeting. Main topics are virtual meeting, attendance to the 1st Asia-Pacific water summit, Activities of WG, etc.

Agenda3: The Activity Plans from 2008 to 2009
The Secretary of INWEPF Indonesian Committee explained the Activity plan of 2008-2009.

Agenda4: The Message to the 5th World Water Forum
Mr. Watanabe, the director of overseas land cooperation office in Design division, MAFF Japan, explained the message on the relationship between INWEPF and WWF, past messages, and the outlines and the framework of the 5th WWF, then makes a proposal about generation of a message from INWEPF to the 5th WWF. As a result, it was decided that countries' views are coordinated by the following January for generation of a message.

Agenda5: Other agendas
The Host country of 2009
It was agreed that Japan would be the host country of the INWEPF 6th steering meeting in 2009.
