A government ordinance regarding designation of local heavy disaster and measures that should be applied to the area in relation to disasters occurred in FY2010 has decided by the Cabinet on March 18 and it will be proclaimed on 24th (Thursday).
Government Ordinance regarding designation of specified area for heavy disaster and measures that should be applied to the area in FY2010 ;
The ordinance designates 13 disasters, occurred in FY2010, as heavy disaster and it designates measures to be applied for them.
It will increase government subsidy for programs for disaster recovery efforts and other related programs concerning farm land, agricultural facilities
(i.e. waterway, farm road) and forestry road based on National Government Temporal Defrayment Act for Reconstruction of Disaster Stricken Facilities
for Agriculture,Forestry and Fisheries (hereinafter “Act on Temporal Measures”).
(Average ratio of subsidy of past 5 years: increase from 83% to 92% for farm land)
It will increase government subsidy for programs for disaster recovery efforts concerning joint use of facilities,such as warehouse, processing facility and nursery facilities for seedlings, owned by agricultural cooperatives, etc. based on Act on Temporal Measures. (from 20% to 30%-90%)
For disaster recovery efforts on public civil engineering facilities, farm land, agricultural facilities and forestry roads, redemption of principal and interest of local bond is counted as a part of governmental basic fiscal demand. In this case, such bond is for the one permitted to be issued to cover the cost of minor disaster recovery, and the recovery is not covered by National Government Defrayment Act for Reconstruction of Disaster Stricken Public Facilities and/or Act on Temporal Measures.

When the costs of disaster recovery exceed a certain standard, we designate it as “Heavy Disaster” by Government Ordinance and take applicable measures based on Special Financial Aid Act for Heavy Disasters, in order to provide special financial aid to local government, such as increase in government subsidy for disaster recovery.
There are two types of designation. One is the case which we designate a disaster when it occurs nationwide,and the other is the case which we designate a disaster at municipal level when it occurs in a limited area.
